Most of Texas is private land, and a good duck lease can be expensive. TPWD's Public Hunting Program is the way in for everyone else: more than a million acres and over 180 hunting areas, many with waterfowl hunting. Here is what you need, how to find a spot, and how to gear up for walk-in public marsh hunts.
What you need to hunt ducks on Texas public land
- Texas hunting license with a Migratory Game Bird Endorsement and HIP certification.
- Federal Duck Stamp if you are 16 or older.
- Annual Public Hunting (APH) Permit, $48. Required for hunters 17 and older and for adults supervising youth. It also covers fishing, camping and hiking on many units.
- Youth under 17 may hunt free on these lands with a permitted adult, but still need a license and HIP certification. Youth under 12 must stay within normal voice distance of the adult.
- Hunter Education, if you were born on or after Sept. 2, 1971.
- ID: since Aug. 3, 2026, anyone 17 or older must show valid ID in person, or have it validated online, to buy a license, so plan ahead for new hunters.

Daily bag is 6 ducks in the aggregate with species limits. Each public unit may open only on certain days of the week, so the statewide dates are the outer limits, not a promise that a given area is open. Full bag limits and youth and veterans days are in our Texas duck hunting gear guide, and you can check your county's zone.

How to find a public duck hunting spot
- Open TPWD's Area/Legal Game Search and filter by county or region. Look for Waterfowl in each unit's legal game list.
- Download the unit's map from TPWD or the Texas Hunt & Fish app. TPWD warns that commercial hunting apps may include units that are no longer in the program or show outdated boundaries.
- Read the unit's legal game box for open days, shooting times and check-in rules. Many units require on-site registration, either on paper at the entrance or electronically (eOSR) in the Texas Hunt & Fish app.
- Scout in daylight if the unit allows it, and pick two or three backup spots. Public marsh can be crowded on opening weekend.
Three coastal WMAs worth knowing
TPW Magazine's December 2025 issue highlighted three coastal Wildlife Management Areas within a couple of hours of each other. Details can change, so confirm on each area's current map and legal game box.
- Justin Hurst WMA (west of Freeport): just over 15,000 acres of salt marsh, freshwater impoundments and coastal prairie. The magazine reported hunting on Tuesdays, Thursdays and Saturdays during the regular South Zone season, with just under 60 hunt locations assigned by a lottery early in the morning.
- Mad Island WMA (near Matagorda): open Saturdays and Sundays during the South Zone duck season according to the article, with a lottery-style drawing for spots. Hunters must arrive before 4:30 a.m., and some spots need a real walk.
- Guadalupe Delta WMA (southeast of Victoria): the 4,400-acre Mission Lake Unit is mostly freshwater marsh and runs first-come, first-served. The Hynes Bay and Guadalupe River units offer brackish tidal marsh if Mission Lake is full.
Farther down the coast, Matagorda Island WMA is reachable only by boat and requires an APH or Limited Public Use permit to duck hunt. Inland, many East Texas and Panhandle units also list waterfowl.

Public land rules that catch people
- No bait and no hunting over a baited area. Migratory bird baiting is also a federal offense anywhere.
- No permanent blinds. Temporary blinds can't stay up more than 72 hours or sit within 50 yards of a designated road, unit boundary or campsite.
- Pack it out. Gear, decoys and boats can't be left unattended more than one hour after legal shooting hours end. Pick up your empty hulls.
- Non-toxic shot only for waterfowl, plus the statewide rules: shotgun no larger than 10-gauge, plugged to three shells, motor off and motion stopped before shooting.
- No airboats inside public hunting land boundaries without written permission.
- No electronic calls for waterfowl.
- Whooping cranes. Some coastal units are marked with a whooping crane caution symbol. These endangered birds winter on the Texas coast, and shooting one carries heavy penalties. Be sure of your target.

Gear for walk-in public marsh hunts
Public hunting usually means walking in, carrying everything in the dark, and setting up fast in a spot you may never have seen. Pack light and pack smart.
1. Backpack decoy bag or marsh sled
A dozen or so decoys in a backpack-style mesh bag is plenty for most walk-in hunts. A sled lets you drag decoys, gear and birds across mud and shallow water.
2. Insulated waders
Expect long walks in soft mud. Waders with insulated boots and a good fit through the knees make the walk easier. Neoprene is warmer for January sits.
3. Marsh seat and blind bag
Most public spots have no blind. A marsh seat or stool keeps you out of the water, and a waterproof blind bag keeps shells, license and phone dry.
4. Light, packable concealment
A camo blanket or burlap over natural cover is often all you need in coastal grass. A layout blind works in flat, open areas.
5. Spotlight and headlamp
You'll walk and set decoys well before shooting light. A strong handheld light helps you find your way, and a headlamp frees your hands.
6. GPS and a waterproof phone pouch
Mark your truck, your spot and the route in daylight. Marsh looks identical in the dark. Keep the unit map in your phone and the phone in a waterproof pouch.
Keep notes, come back smarter
Public land rewards hunters who track wind, water level, crowds and which spots produced. Jot it down after every hunt. Our logbooks work for that, and our shop has the "Blind Before Daylight" tee for the walk-in crowd.
