When the first strong northers push through, plenty of Texas anglers put the boat in the barn. Wade fishermen do the opposite. Winter is when many of them go looking for the biggest speckled trout of the year, from Galveston's West Bay to Baffin Bay and the Laguna Madre. The fishing is slow and the water is cold, so your gear decides whether you last until the bite.
2026-27 limits for winter trout and redfish
| Species | Daily bag | Length | Tags (per license year) |
|---|---|---|---|
| Spotted seatrout | 3 | 15–20 in. | 1 over 28 in. with a Spotted Seatrout Tag, plus 1 with a Bonus tag |
| Red drum | 3 | 20–28 in. | 1 over 28 in. with a Red Drum Tag, plus 1 with a Bonus tag |
Possession limit for both is double the daily bag. You need a fishing license with a Saltwater Fishing Endorsement. Report digital tags in the Texas Hunt & Fish app or online.

Freeze events: when TPWD can close fishing
Hard freezes can stun and kill fish that crowd into deep, protected water. TPWD's rule: whenever coastal water temperatures are predicted to fall below 40°F, the executive director may close listed sites to saltwater fishing until the threat is over. The list includes places such as Moses Lake and Offats Bayou near Galveston, Rockport and Fulton harbors, the Padre Island canals near Corpus Christi, Port Mansfield Harbor and parts of Port Isabel. TPWD used this rule in December 2022, for example, when it temporarily closed parts of the coast during a widespread freeze.
During and right after a freeze, check TPWD news and social media before you go, and leave lethargic, cold-stunned fish alone. See the full list on TPWD's Saltwater Freeze Events page.
How to dress for winter wading
The goal is simple: stay dry inside the waders. Sweat is as much of an enemy as a leak, because damp layers pull heat out of you once you slow down. Skip cotton. Build up layers you can peel off when a sunny afternoon turns warm, which happens a lot on the Texas coast in December and January.
- Base layer: moisture-wicking synthetic or wool top and bottoms.
- Mid layer: fleece pants and a fleece top. Bring two weights if you can: thin for mild days, thick for post-front mornings.
- Socks: a liner sock plus a thick wool sock.
- Outer layer: a waterproof, windproof wading jacket with snug cuffs, worn over the top of the waders so splashes run off.
- Head and hands: a warm cap, a neck gaiter and fishing gloves. Keep hand warmers in a jacket pocket and a small towel to dry your hands after handling fish.
1. Chest waders
Breathable stocking-foot waders are a popular choice for Texas winter wading because they let sweat escape and pair with real wading boots. They roll down to waist-high on warm afternoons. Neoprene waders are warmer out of the box and cheaper, but they don't breathe and get hot on the boat ride home. Check any waders for leaks before a cold trip.
2. Wading boots, sized for winter
Hard-soled wading boots protect your feet from oyster shell and give support in mud. Try them on over waders and winter socks. Many anglers go up one or two sizes for winter so the boots don't pinch, since a tight boot means cold feet.
3. Fleece and wool layers
This is the cheapest way to make your summer setup work in winter. Fleece pants under breathable waders plus thick wool socks handle most Texas winter days.
4. Wading jacket and gloves
A waterproof wading jacket blocks the north wind, and its pockets hold leaders, pliers and a spare pack of plastics. Fingerless or flip-mitt gloves let you tie knots without freezing.
Safety gear for cold water
Winter wading carries real risk. Water in the 40s and 50s pulls heat fast, and a fall in unbelted waders is dangerous. Keep these habits:
- Cinch a wading belt snugly at the waist over your waders to limit water rushing in if you go down.
- Consider an inflatable belt-pack life jacket. It's slim enough to wear all day.
- Shuffle your feet to warn stingrays and to feel for drop-offs, soft mud and holes.
- Fish with a buddy or tell someone exactly where you're wading and when you'll be back.
- Watch the front. Northers can blow water out of the shallows and kick up a dangerous chop on the open bay.
- Pack a dry bag with a full change of clothes, a towel and a hot drink for the truck.
5. Wading belt and inflatable life jacket
A wide belt with a rod holder and a loop for your stringer or fish box keeps your hands free. An inflatable belt pack adds flotation without bulk.
Cold-water lures and tactics
When the water is cold, fish usually move less and slower. Many Texas waders slow way down to match:
- Slow-sinking twitch baits (suspending or slow-sinking hard baits shaped like mullet) are a winter favorite for big trout because they hang in the strike zone.
- Soft plastics on light jigheads, dragged or hopped slowly along the bottom. Lighter heads fall slower.
- Topwaters still work on warm, sunny afternoons after a few mild days.
- Where to look: mud-and-shell bottoms, the edges of guts and drains, and shallow flats next to deeper water. Many anglers fish the afternoon, after the sun has warmed the shallows.
- Fish the warm-up. The days after a front passes, as the wind lies down and the water starts to warm, are often better than the coldest day itself.
6. Twitch baits and soft plastics
A handful of slow-sinking twitch baits and a pack of paddle-tails in natural and dark colors covers most winter wading.
7. Floating fish box and stingray guards
A floating fish box keeps your catch away from your legs. Keep any stringer well behind you. Stingray guards add protection on long wades.
Plan your trip
Check wind, tide and moon before you go. Our free solunar fishing times calculator covers Galveston, Port Aransas and other coastal spots, and pairs well with NOAA tide predictions. Keep track of water temperature, wind and every fish in our Texas Fishing Log. For the wade-fishing crowd, our Etsy shop has the "Will Wade for Specks" tee.

FAQ
Breathable or neoprene waders for winter wade fishing in Texas?
Both work. Neoprene is warmer on its own. Breathable stocking-foot waders with fleece layers underneath are more comfortable over a long day, let sweat escape, and let you shed layers when the afternoon warms up, which happens often on the Texas coast.
What size wading boots should I wear over waders?
Try boots on while wearing your waders and your thickest winter socks. Many winter waders go up a size or two from their summer boots, because tight boots cut circulation and make your feet colder.
Does TPWD close fishing during freezes?
It can. When coastal water temperatures are predicted to drop below 40°F, the TPWD executive director may close listed harbors, canals and deep holes where fish gather for warmth until the threat passes. Closures are posted online and shared with the news.
How many speckled trout can I keep in Texas?
For 2026-27 the daily bag is 3 spotted seatrout, 15 to 20 inches, plus one fish over 28 inches with a Spotted Seatrout Tag and one with a Bonus Spotted Seatrout Tag per license year. Confirm current limits with TPWD before you keep fish.
Is it safe to wade fish alone in winter?
It is safer with a partner. Cold water drains body heat quickly if you fall or your waders fill. Wear a snug wading belt, consider an inflatable belt-pack life jacket, tell someone your plan, and keep dry clothes in the truck.
Regulation details checked against the TPWD 2026-27 Outdoor Annual on October 23, 2026. Regulations can change mid-year. Confirm at tpwd.texas.gov before you go.
